I came back here to enter this exact suggestion and was unsurprised to see great ideas already being discussed.
I find that I never use the vol rocker as I have to change position if I want to page down a longer article. I've voted for the implementation that stormfire suggested, but think that a global option for turning on the behaviour would cover all use cases.
Hey Mario. I've changed my habits and now don't down the web page so this doesn't effect me any more. I'm removing my vote as it's 9 months old.

I don't really like the idea of swiping in a defined area, especially the header as that is a long way from where I hold the phone.
I think someone mentioned it before, but dolphin browser has a nice way of handling horiz scroll and slide to next frame. Once you move to the edge of the page there is a bit of "resistance" and then it slowly slides to the next screen. In dolphin it is now a menu system, but used to be the next tab.
